The Surgeon General and the Chief of International Relations Defence of Switzerland have decided to establish the ICMM Reference Centre on International Humanitarian Law and Ethics, based on the decision of the General Assembly of the ICMM, in October 2009 in Kuala Lumpur. It is operational as of now. The new centre consists of a Directorate, an International Staff, a Reference Course of Law of Armed Conflicts (LOAC) in Spiez and an Advisory Board.
1. Directorate
Col (MD, Prof.) Hans U. BAER has been nominated as the new director of the Centre of Reference.
This centre will be situated in the area of Zurich.
It has three units.
2. International Staff (Medical Unit LOAC CHE, Staff and Teams)
Incorporated are the Swiss Armed Forces Support Staff and the International Teaching Teams
with enough members to service all the LOAC courses with teachers. The internal reorgani-zation of the Swiss Support Staff has already been started. The international staff will be formed with members of the International Teaching Staff (civil and mil) who will be invited to join.
3. Reference Course of LOAC in Spiez (Train the Trainers, international courses on LOAC)
This Reference Course will be conducted as every year in 2010. Possible future LOAC teachers are invited to join a pre course in Spiez on the 19th and 20th of August 2010.
4. Advisory Board (Think Tank, Evolution of International Humanitarian Law and Military Medical Ethics)
It consists of a Secretariat, Members of the Editorial Board and Associate Members. International Specialists will be invited to join the ethicist of the Editorial Board, who is collaborating with the Zurich University Centre for Ethics.
Final information will be presented at the Reference Course on the 19th and 20th of August 2010 in Spiez.
