REPORT OF THE 39th WORLD CONGRESS ON MILITARY MEDICINE

GENERAL ASSEMBLY

The Federal Republic of NIGERIA, represented by the new ICMM Chairman BrigGen (Dr.) HM AGADA, hosted the 39th World Congress on Military Medicine from the 20th till the 25th of November. 41 member states were represented. Beside the Congress lead by the Nigerian Organizing Committee, the General Assembly of ICMM, composed by 34 Delegates, met twice during this week.

The General Assembly started with a strong homage to the former Secretary General Dr. J. SANABRIA. MajGen Roger VAN HOOF, MD (ret.) is elected as new ICMM Secretary General, assisted by Col Pierre NEIRINCKX, MD as his Deputy. The four-year mandates of MajGen Marcel MERLIN, MD (Prof.) (ret.), Chairman of the Scientific Council, and Colonel (vet) Paul VAN DER MERWE, Chairman of the Technical Commission on Veterinary Sciences, were renewed.

The numerous activities including courses, regional meetings and congresses of the past two years were explained to the Delegates. A new regulation concerning the functioning of the Regional Working Groups (RWGs) was adopted. The reorganization of the International Working Group, now composed of the college of the Chairmen of the RWGs, was approved. The Strategic Plan for the coming 5 years was proposed by the new Secretary General and accepted by the General Assembly. The budget, in positive balance since Belgium is paying the salary of the executive secretary, was presented and voted for the two coming years without any increase of the member’s fees. The representatives of WHO, OIE and UNAIDS gave interesting and promising addresses to the Delegates.

The General Assembly approved the candidature of the Kingdom of Saudi Arabia for hosting the 40th World Congress in Jeddah in December 2013. The Chairman of ICMM, BrigGen (Dr.) MH AGADA, assisted by the two Vice Chairmen, LtGen Dato’ (Dr.) (ret.) Suleiman bin ABDULLAH from Malaysia and MajGen (Dr.) Ketab AL OTAIBI, MD, from Saudi Arabia accepted the nominations of Dr. J. SANABRIA as Honorary Secretary General and BrigGen M. K. CHEBBI, MD (Prof.) from Tunisia as Honorary Chairman of ICMM.

CONGRESS

More than 300 participants had the pleasure to attend some very bright lectures in 4 plenary and 16 concurrent scientific sessions, given by international speakers coming from different Armed Forces Health Services, International Organizations and Universities. The posters exhibition was remarkable. Five round tables (Military Medical Logistics, Education, Veterinary Medicine, Pharmacy, Dentistry), very interactive, have been chaired by the chairpersons, or acting chairpersons, of the ICMM Technical Commissions, and have gathered a significant attendance. Contrarily to the situation sometimes observed in some other congresses, the attendance has been excellent during all the oral sessions and round tables.

The main theme of the congress was “Military Medicine and Disaster Management”, with 4 sub-themes:
• High Casualty Environments,
• Infections of Military Significance,
• Humanitarian Operations,
• Mental Health.


The Jules VONCKEN Prize was awarded during the closing ceremony of the congress.
• For the best article published during the past two years in the International Review of the Armed Forces Medical Services, it was awarded to Prof. Yunfei CAO, from the PLA Medical Service (China), for his paper entitled “Changes of the Mental Health Status during Super Long-Time Voyage: A Study of Chinese Warship Personnel” (Vol. 84/2, pp. 61-65).

• For the best poster presented during the congress, it was awarded to Dr Shinichi TOKUNO, Department of Defense Medicine (Japan), for his poster entitled « Mental Stress of Responder in Tohoku Earthquake and Tsunami - New Screening Method by Blood Cytokine Analysis ».
