FIRST PAN ARAB REGIONAL CONGRESS OF MILITARY MEDICINE,

Algiers, 26-30 October 2008.


 

Algeria has hosted, from October 26 to 30, the First Pan Arab Regional Congress of Military Medicine, held under the aegis of the International Committee of Military Medicine (ICMM), in the splendid environment of the National Club of the Army.

The delegations of thirteen countries have attended the congress: Algeria, Bahrain, Comoro Islands, France, Jordan, Libya, Morocco, Niger, Saudi Arabia, Sudan, Syria, Tunisia, United Arab Emirates.

The opening ceremony has been held in the presence of their Excellencies the Ministry of National Defense and the Ministry of Health. The Chairman of the ICMM, Brigadier General (MD) Mohammed Kamel CHEBBI, and the Secretary General of the ICMM, Dr Jacques SANABRIA, gave a speech. Then, Brigadier General (MD) Abdelkaber BENDJELLOUL, Joint Director of the Algerian Armed Forces Health Services, declared the scientific sessions of the congress opened.

Chaired by Colonel (MD) Mohammed BERCHICHE, the Congress Organizing Committee had managed an effective and warm welcome and provided a high standard level for accommodation, meals, exhibition hall, conferences and meetings facilities, highly appreciated by all the participants.

Professor Djaffar BACHA, Secretary of the Congress Scientific Committee, was in charge of preparing the scientific plenary sessions and the poster exhibitions. The main topic of the congress was: “Military Medicine in all its features”. It was shared among several sub-topics: medico-surgical management of war injuries by terrorists attacks; cardio vascular, mental and dental pathologies among militaries; means of armed forces medical support; aviation medicine; naval medicine; management of relief in major disasters; medico-military logistics; medical supply. The speakers could use English, French or Arabic.

Parallel to the scientific sessions, the members of the Pan Arab Regional Working Group (RWG) have met in the Regional Assembly, chaired by Major General Abdelkader BENDJELLOUL. They have confirmed their purpose to develop the activities of this RWG, more particularly in the field of education for military health personnel. Concerning this point, Saudi Arabia will propose in 2009, a Course on the Law of Armed Conflicts, organized under the aegis of the ICMM, and three other courses, recommended by the ICMM (Aviation Medicine, Diving Medicine, Management of Injuries by NBC Weapons), while Tunisia will organize a course on the Medical Support in Desert Environment. For the time being, the members of the RWG will prepare a regulation of internal order (RIO), based on the statutes of the ICMM. The Chairman of the RWG, appointed each two years, will be each time the Director of the Armed Forces Health Service of the country organizing the next regional congress. After a debate of the Regional Assembly related to the different candidatures, the Kingdom of Saudi Arabia will be in charge of organizing, in 2010, the 2nd Pan Arab Regional Congress of Military Medicine, the final decision being first submitted to the approval of the Saudi Authorities. Consequently, the Chairman of the RWG would be Major General (MD) Ketab AL OTAIBI, Director of the Saudi Armed Forces Health Services.

In the same time, the congress gave the members of the Maghrib RWG of the ICMM, created in 2003, the opportunity to renew their commitment to cooperate in the management of concrete projects, the education of health personnel and the share of expertise being at the first rank.

The closing ceremony has been organized at midday on October 30, followed by a cultural and tourist program in the afternoon. The success of the 1st Pan Arab Regional Congress of Military Medicine is a good omen for the future of the Pan Arab RWG and confirms the vitality of the regional structures of the ICMM.
