REPORT OF THE 6th REGIONAL SESSION OF THE ICMM COURSE
ON THE LAW OF ARMED CONFLICTS AND ETHICS

The Malaysian Armed Forces Health Services once again had the opportunity to host the International ICMM Law of Armed Conflict and Medical Ethics Serial 6/2017. The course was conducted from 24 until 28 July 2017 at the Malaysian Peacekeeping Centre in the town of Port Dickson, Malaysia. Colonel Johan CROUSE (Rtd) represented ICMM and was also the Co-course Commander. Colonel CROUSE was assisted by Professor Colonel (ret.) Ivan KHOLIKOV (Russia), Colonel (Dr) Mohd Asri BIN DIN (Malaysia) and Colonel (Dr) Tan Hooi MOOI (Malaysia).

The course attracted a total of 29 participants, one each from China, Laos, Singapore and Thailand and 25 others from Malaysia. Malaysian participants were represented by health care providers such as medical officers, dental officers, pharmacists and nurses from the Malaysian Armed Forces Health Services, legal officers from the services and one Professor from our National Defence University of Malaysia. The five days course which was based on the Reference Course in Spiez, allowed participants to familiarize, recognize and analyze LOAC with respect to specific missions and functions of the medical services. The course was extremely successful, made possible by the interactiveness and the ever inquisitive minds of the participants.

In his final report, Colonel CROUSE congratulated the participants for making the course a success. He also congratulated the Organizing Committee headed by Colonel (Dr) Yip Chee WAI for the team’s committed and great effort in ensuring the smooth running of the Course.

Lieutenant General Dato’ (Dr) Hj Ya’akop BIN KOMING, the Director General of the Malaysian Armed Forces Health Services, in his closing speech expressed his gratitude to the ICMM and its faculty of esteemed lecturers for their continuous support of this Regional Course for the sixth series. Dato’ further advised the participants to maintain the network that has been formed among them and to use the knowledge gained through the course in their future endeavours.
