REPORT OF THE 5th ICMM PAN-ARAB REGIONAL WORKING GROUP CONGRESS ON MILITARY MEDICINE AND OF THE 5th ICMM MAGHREBIAN REGIONAL WORKING GROUP CONGRESS ON MILITARY MEDICINE


The 5th Regional ICMM Congress and Regional Assembly of both the Pan-Arab and the Maghrebian Regional Working Groups of the ICMM were organised by the Military Health service of Tunisia in Hammamet under the patronage of his Excellency the President of the Republic and Supreme Commander of the Armed Forces, Mr Beji Said ESSEBSI. This was concretized by the fact that the President of the Republic granted an private audience to the Secretary General of ICMM together with the past Chairman of the Maghrebian Regional Working Group, General Dr. Abdelkader BENDJELLOUL, the past Chairman of the Pan-arab Regional Working Group, Major General Dr. Muin AL-HABASHNEH, and the actual Chairman of both groups Major Colonel Mustapha FERJANI, on Friday morning, the 4th of May 2018, in the Presidential Palace in Tunis.

The congress was held in Hotel Le Royal, a beautiful compound near the Mediterranean see.

It brought together more than 650 participants, members of the military medical services of many countries of the Maghrebian and Pan-Arab Regional Working Groups of the ICMM including Algeria, Bahrain, Jordan, Lebanon, Libya, Mauritania, Morocco, Oman, Palestine, Qatar, Saudi Arabia, Sudan, Tunisia and United Arab Emirates.

The presence of Delegations from countries beyond these regions, including Germany, Belarus, Burkina Faso, Canada, France, Niger, Nigeria, Sri Lanka and the USA, was also noted.

The Congress started on Thursday the 3rd of May.

However, already on Wednesday the 2nd of May, a flag raising ceremony was organized with the presence of the Minister of Defense of Tunisia in the Headquarter of the Directorate of the military health service of Tunisia.

On Thursday morning, the congress started with a session on blast injuries. The participants received an overview of the pathophysiology, the classifications, the prehospital care and the emergency hospital care of blast injuries. At the same time, the dentists organized their dentistry session about implantology and even a presentation about ‘music therapy in dental practice’. In the veterinary session, the veterinarians discusses about antibiotic resistance, the ‘one health’concept and biosecurity. Later in the morning started the ‘continuous professional development‘-session for paramedics.

In the afternoon many participants followed the pneumology and cardiology session with presentations on chronic obstructive pulmonary disease, obstructive sleep apnea syndrome and screening and treatment of patients for a Transcatheter Aortic Valve Replacement (TAVI) procedure.

On Thursday evening, the Minister of Defense and the Minister of Health of Tunisia participated at the opening ceremony. The inaugural conference was held by Professor Faouzi MAHFOUDH, speaking about ‘Tunisia, land of encounters and civilizations’.

Friday morning, the congress continued with a session on ‘Identification of Disaster Victims’and workshops: a workshop on High Fidelity medical simulation and a veterinary workshop. Also, a session on ‘Management of humanitarian crises’, a pediatric session and a session with free communications.
In the afternoon, all participants could look at a triage and evacuation exercise and could visit a very complete deployed field hospital, role 2.

Saturday morning was reserved for the Pan-Arabic and the Maghrebian Regional Assemblies. Meanwhile a session about PTSD, a pharmacy session, an aeronautical session and workshops on Fast Echo, Emergency ECG, interpretation of thorax X-ray, about equipment of a war wounded took place.

During the whole period of the congress participants could look to different presentations in the poster session.

During the Regional Assemblies, there were fruitful discussions between the national delegates of the two groups, about the actions taken during the last two years and new possible actions for the next two years.

The congress ended on Saturday noon with the announcement of the awards for the best posters.

The Directorate general of the military health service of Tunisia succeeded in organizing a very interesting and very successfull Maghrebian and Pan-arab Regional Congress. ICMM is very gratefull to the Director General and his staff for this organisation.
