REPORT OF THE 1st ICMM WORKSHOP ON MILITARY MEDICAL ETHICAL DILEMMAS
IN DISASTER RELIEF, HUMANITARIAN MISSIONS AND CONFLICTS


The first regional session in Malaysia of the course on the Law of Armed Conflicts (LOAC) and Ethics began on Monday June the 11th, in Port Dickson, 100 km south of Kuala Lumpur.

LT Gen Datuk Raja Mohamed Affandi bin Raja Mohamed NOOR, Chief of Staff Malaysian Armed Forces Head Quarters and Lt Gen Dato’PAHLAVAN (Dr) Hj Abd Razak bin Md YUSOFF, Director General of Malaysian Armed Forces Health Services, delivered speeches during the opening ceremony in Avillion Admiral Cove Hotel Resort, were all the participants were accommodated.

Maj Gen Prof. Marcel MERLIN (ret), Chairman of the Scientific Council, represented the Secretary General of the ICMM. Col Johan CROUSE (South Africa), representing Col Prof. Hans BAER, Director of the ICMM Reference Center for Education on the Law of Armed Conflicts and Ethics (in Switzerland), headed the ICMM teaching team that comprised Ms Pamela ERMUTH (Canada) and Lt Col Cord VON EINEM (Germany).

The course gathered 36 participants from 7 countries. They were military and civilian, coming from Brunei, Laos, Myanmar, Singapore, Malaysian Red Crescent Society, MERCY Malaysia (NGO), St John Ambulance Malaysia and the Malaysian Armed Forces Health Service (Medical Officers and officers of Royal Medical Corps).

The Army Cadet Officers College was the venue of the course (10 minutes by bus from the hotel). It provided very comfortable conditions of work (plenary hall, class rooms, administrative support) and appreciated catering support (coffee breaks on the spot, lunch in a splendid mess in front of the sea). English was the working language of the course. All the participants had a good practice of English, which make the sharing of knowledge very effective in plenary and the exchanges very interactive in syndicates.

On Wednesday June 13, the participants had the occasion to make a Field Visit to the Malaysian Peacekeeping Training Centre (very modern and impressive) and to the Army Museum. On Thursday June 14, they all gathered for a nice barbecue dinner on the terrace of the hotel, wit a very sympathetic demonstration of karaoke.

The closing ceremony, in the Army Cadet Officers College, was chaired by Lt Gen Dato’PAHLAVAN (Dr) Hj Abd Razak bin Md YUSOFF, Director General of Malaysian Armed Forces Health Services. In the name of the ICMM’s Secretary General, Maj Gen Prof. Marcel MERLIN (ret) delivered a speech in which he thanked Lt Gen Dato’PAHLAVAN (Dr) Hj Abd Razak bin Md YUSOFF, Director General of Malaysian Armed Forces Health Services; Col Abdul Malik bin ALI - Commandant of Army Cadet Officers College; Col (Dr) Nor AZAM - Chairman of the 1st Regional LOAC Seminar; the ICMM teaching team; Col Prof. Hans BAER, Director of the ICMM Reference Center for Education on the Law of Armed Conflicts and Ethics; and the 36 participants in the course.

This first course in Malaysia, which was a success, was the second ICMM Pan Asia Pacific Regional Session of the LOAC Course. The first one was held last year in Indonesia. This year, aside the session in Malaysia, two other Pan Asia Pacific Regional sessions will be held in Indonesia and China in next September. This development gives very encouraging perspective for the diffusion of International Humanitarian Law and Ethics among the military healthcare personnel of the ICMM’s member states.
